Kelin was quoted by Russian news agency Interfax as saying that Finland and Geneva, Switzerland, are seen as potential locations for the summit.
According to the Russian news agency Ria Novosti, the office of the Finnish president has confirmed that the country would be ready to host a meeting between the diplomats.
